CoC FY2021 Funding Opportunity
Each year, Nashville competes with other Continuums across the country to secure federal funds to end homelessness, made available through the U.S. Department of Housing and Urban Development’s (HUD) Continuum of Care program. On behalf of the Nashville Continuum of Care (CoC) & as the CoC Collaborative Applicant, MDHA requests applications for new projects for inclusion in the CoC’s FY2021 application for HUD CoC funds. Renewal agencies are also asked to complete a more basic application. Both can be found below.
The key related outcomes desired by HUD are:

- Reducing the length of time persons remain homeless
- Reducing returns to homelessness by persons who exit homelessness to permanent housing
- Reducing the number of homeless persons
- Access to jobs and income growth for homeless persons in CoC Program-funded projects
- Reducing the number of persons who become homeless for the first time
- Successful housing placement
This year, in addition to funding intended to renew a substantial existing inventory, HUD has new funding available for CoC Bonus projects to house and serve persons experiencing homelessness ($297,411 for Nashville) as well as Domestic Violence (DV) Bonus funding ($687,057 for Nashville). Additionally, just over $110,000 is available via local funding reallocation; there may be more available if any additional existing project funding is reallocated, but this is yet to be determined.
The type of projects that can be funded includes new or expanded housing and/or services via both the Permanent Supportive Housing (PSH – for people with disabilities who meet HUD’s definition of chronic or the more flexible DedicatedPlus) and Rapid Rehousing (RRH) components, as well as any dedicated Homeless Management Information Systems (HMIS) project proposed by Nashville’s HMIS Lead entity, the Metro Homeless Impact Division. HUD requires all new projects to adopt the Housing First approach.
Applications for new project funding are encouraged from nonprofit agencies that have never previously received CoC funds as well as from applicants that are currently receiving, or have in the past received, CoC funds. There will be a workshop for interested agencies on Thursday, September 9 at 1:00 pm in the cafeteria in the Central Office of MDHA, 701 South 6th Street. Funding Available to expand housing and services for persons experiencing homelessness
The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. Electronic versions of both the local renewal and local new project applications are posted on this webpage. Renewal applications are due July 30 by 4 p.m., and the new project applications are due August 10 by 4 p.m. – via email to stolmie@nashville-mdha.org along with 2 hard copies to: Suzie Tolmie, Homeless Coordinator, MDHA 712 South Sixth Street, Nashville, TN 37206.
In addition to funding to renew local projects, Nashville agencies can possibly access two bonus opportunities this year– a 6% Bonus for projects listed below ($220,342), and a 10% Bonus specifically for projects below that assist victims of Domestic Violence (DV Bonus- $367,238).
Both funding sources can pay for the following project types and activities:
Eligible New Project Components for 2018
- Permanent Housing (PH) – Permanent Supportive Housing (PSH)- must be people with a disability, AND either 100% chronic or “Dedicated Plus”- see def. below, or p. 16 of the NOFA
- Permanent Housing – Rapid Re-housing (RRH) – no requirement for chronic; allows for housing placement services and short/medium-term rental assistance as participants become able to live in housing without the assistance
- Permanent Housing – Joint Transitional Housing & PH-RRH
- Supportive Services Only (SSO)- only for Coordinated Entry System (CES)
- HMIS (Homeless Management Information System)
