Rental Assistance Administrative Plan Amendment

 

Public Hearing: The Metropolitan Development and Housing Agency (MDHA) is requesting public comment on proposed changes to the Rental Assistance Housing Choice Voucher Administrative Plan. The Administrative Plan sets forth MDHA’s policies for the operation of the Housing Choice Voucher Program in the context of federal laws and regulations.

MDHA shall hold a public hearing to receive comments on the proposed changes on June 30, 2015 at 1:30 p.m., at Randee Rogers Training Center, 1419 Rosa L. Parks Blvd, Nashville, TN 37208. The MDHA Board of Commissioners will also accept public comment on the proposed changes at their meeting on Tuesday June 9, 2015 at 11:30 at MDHA Neighborhood Housing Office, 1201 Hawkins St., Nashville, TN 37203.

Public Comment Period: The public comment period begins on May 15, 2015 and ends on June 30, 2015. Beginning Friday May 15, 2015, the draft amendment will be available for public examination and comment. Members of the public may download copies from MDHA’s website at www.nashville-mdha.org or may request copies by contacting the MDHA Rental Assistance Department at 615-252-6500 or TDD at 615-252-8599. Also, copies will be available at MDHA’s Rental Assistance Department, located at 620 Dew Street, Nashville, TN 37206, between the hours of 7:30 a.m. and 4:00 p.m., Monday-Friday. MDHA will receive written comments through 4:00 p.m., central time, on Tuesday, June 30, 2015. Comments may be submitted electronically at section8@nashville-mdha.org, faxed to 615-252-6614 (Attention: Administrative Plan Amendment), mailed to MDHA Rental Assistance Department, Attention: Administrative Plan Amendment, P.O. Box 846, Nashville, TN 37202, or hand-delivered to MDHA Rental Assistance Department, Attention: Administrative Plan Amendment, 620 Dew Street, Nashville TN 37206. Comments submitted during this comment period shall be considered by MDHA before formal adoption.

Summary: MDHA proposes an amendment to the HCV administrative plan to eliminate all preferences for new applications except for the residency preference. Currently, our plan provides four (4) preferences and a point value is assigned to each. Current preferences are: Displaced person(s) (4 points); Residency (3 points); 3. Families with an Elderly (age 62 and over) or Disabled Head of Household or Spouse with income from the Social Security Administration (2 points); and 4.Homeless (1 point). Under the proposed amendment, an applicant who qualifies for the residency preference will receive one (1) preference point.
