Rental Assistance Demonstration (RAD) is a U.S. Department of Housing and Urban Development (HUD) pilot program, authorized by Congress allowing Public Housing Agencies, including the Metropolitan Development and Housing Agency (MDHA), to convert Section 9 public housing property to Section 8 project-based rental assistance. HUD approved MDHA’s Rental Assistance Demonstration applications for all public housing properties.
All of MDHA’s formerly Section 9 public housing properties have made the conversion to Section 8 project-based rental assistance. They are:

- Cayce Place
- Cheatham Place
- Vine Hill Apartments
- Historic Preston Taylor Apartments
- Neighborhood Housing
MDHA held meetings with the residents of all public housing properties in May and June 2015 to make them aware of the conversion process. Additional meetings were held prior to property conversion.
Here are the facts:
- Where construction takes place, units will be replaced one for one. All relocation related to RAD will take place on the existing site.
- MDHA will not sell existing public housing properties. Our goal is to develop land to the best of our ability to benefit the community.
- After conversion, this housing is permanently affordable to low-income families. HUD requires MDHA to renew for subsequent 20-year contracts indefinitely.
