5a. Park Point East Early Release GMP for Grading and Utilities.
Board approval is requested for the Executive Director (or designated Contracting Officer) to execute all documents for the Grading and Utilities Early Release Guaranteed Maximum Price (GMP) package with Hardaway Construction for Park Point East. This Early Release GMP includes site grading, storm and sanitary sewers, domestic water lines, asphalt paving for the extension of Summer Place to South 7th Street, aggregate pier foundations, and erosion controls for a cost of $8,632,431.00.
5b. Park Point East Bond Guaranty and Related Documents/Obligations.
Board approval is requested to authorize the first step in obtaining the overall financing for the approximately $86.3 million project Park Point East (203 total affordable units, which includes 115 project-based rental assistance units and 88 tax credit units restricted to renters earning 60% or less of Area Median Income).
6. Housing Choice Voucher (HCV) Administrative Plan Changes Related to the Housing Opportunity Through Modernization Act (HOTMA).
MDHA Rental Assistance is recommending approval of required changes to the HCV administrative plan related to assets and income under the Housing Opportunity Through Modernization Act (HOTMA).
