1. Legal Services RFP.

On November 30, 2021, the Agency accepted proposals for firms to provide legal services beginning March 1, 2022. Selected firms would be offered a one-year contract, each with an option to renew for an additional four years.  Firms submitted proposals offering to perform one or more of the requested areas of law. The evaluation committee reviewed the proposals and made recommendations based on scores achieved and areas of law submitted in the proposals. Based on the committee evaluation and recommendation of approval by the Finance & Audit and Development Committees, it is recommended that the Board approve contracts being awarded to the following firms for the designated scopes of service:

Baker Donelson Grievance Hearing Officer and Bankruptcy
Butler Snow Bond and Finance and Real Estate (secondary counsel)
Klein Solomon Legal Counsel to MDHA Board of Commissioners, Labor and Employment (co-primary counsel) Fair Housing and Landlord Tenant (primary counsel)
Ogletree Deakins Payroll, Tax, and Employee Benefits, Labor and Employment (co-primary counsel)
Reno & Cavanaugh Real Estate (primary counsel), Affordable Housing, Fair Housing and Landlord Tenant (secondary counsel), Construction
