Communities Leadership

Administration of the Agency's programs is accomplished through the Executive Office and six departments. The Executive Director, who serves as Secretary-Treasurer of the Board of Commissioners, is responsible to the Board for implementation of policy and the development and operation of all programs and projects of the Agency.

Administrative Services Department

The Administrative Services Department includes the Human Resources, Information Technology and Legal divisions of the Agency.


Construction Department

The Construction Department is responsible for the procurement, monitoring and compliance of the Agency’s service and construction contract activities, including new construction, modernization, development and approved Metro capital improvement projects. The department also is responsible for implementing, monitoring and enforcing the Agency’s Comprehensive Plan for Modernization, Diversity Business Enterprise (DBE) and Section 3 programs.

Asset Management Department

The Asset Management Department is responsible for the administration and normal routine maintenance of the Agency's public housing properties, including scattered sites. Through these programs, MDHA operates more than 5,200 units of conventional housing, providing and maintaining housing for approximately 12,000 persons.

Development Department

The Development Department is responsible for administering a variety of urban and community development programs as well as assisting homeowners with federally-funded loans and grants which are utilized for home improvement. This department also serves as a facilitator for homeownership, redevelopment and revitalization plans, working closely with city officials to implement the development activities approved by the Mayor, the Metropolitan Council and the MDHA Board of Commissioners.

Finance Department

The Finance Department is responsible for sound management of the Agency's resources, including the development of adequate budget practices, treasury management, accounting and internal controls to safeguard the assets of the Agency. This office also develops and executes an investments program for the Agency, maintains adequate accounting and payroll records, employee benefit programs and insurance coverage on the assets and operations of the Agency.

Rental Assistance

The Rental Assistance Department administers the Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs, federally funded rent supplement programs designed to help families find decent, safe and sanitary housing in the private market and to help those families with the cost of rent and utilities.
