MDHA is in the process of developing the new Five-Year Consolidated Plan (Five-Year Plan) and the 2023-2024 Annual Action Plan for Housing and Community Development on behalf of the Metropolitan Government of Nashville and Davidson County. The purpose of the Five-Year Plan and 2023-2024 Annual Action Plan is to assess affordable housing needs, community development opportunities and market conditions in Davidson County to establish data-driven priorities for the use of public funds. These public funds include federal funds through programs such as Community Development Block Grant funding, the HOME Investment Partnerships Program, Emergency Solutions Grant funding and Housing Opportunities for Persons with AIDS. The new Five-Year Plan will cover the period from June 1, 2023, through May 31, 2028.

The Five-Year Plan is carried out through annual action plans, which provide a concise summary of actions, activities. The specific Federal and other resources that will be used each year to address the priority needs and specific goals identified in the Five-Year Plan. MDHA is developing the 2023-2024 Annual Action Plan for Program Year 1 concurrently with the Five-Year Plan.

MDHA Seeking Input on Federal Funding for Housing and Community Development

Participate in an online survey and meet with neighborhood/community groups to provide input on Nashville’s future needs.

The Metropolitan Development and Housing Agency (MDHA) is gathering community feedback on the Five-Year Consolidated Plan and 2023-2024 Annual Action Plan for annual grant funding from the U.S. Department of Housing and Urban Development (HUD). These federal funds include the Community Development Block Grant (CDBG) program, HOME Investment Partnerships program, Emergency Solutions Grant program and Housing Opportunities for Persons with AIDS. The new Five-Year Plan will cover the period from June 1, 2023, through May 31, 2028. The public is encouraged to participate in an online survey and attend meetings alongside neighborhood/community groups to make their voice heard about Nashville’s future needs.

The initiative encourages Nashville residents to share their thoughts about priorities and programs addressing affordable housing, public facilities and public services for families who earn a low and moderate income, persons who have disabilities, seniors and youth. Davidson County residents from all incomes and backgrounds were encouraged to fill out the survey that was available until 11:59 p.m. Friday, March 24, 2023.

2018–2023 Consolidated Plan for Housing and Community Development

The purpose of the Five Year Plan is to assess affordable housing and community development needs and market conditions in Metro Nashville to establish data-driven priorities for the use of public funds, especially Federal funds (Community Development Block Grant, HOME Investment Partnerships Program, Emergency Solutions Grant, and Housing Opportunities for Persons with AIDS). The current Five Year Plan covers the period from June 1, 2018 through May 31, 2023 and is carried out through annual action plans, which provide a concise summary of actions, activities, and the specific Federal and other resources that will be used each year to address the priority needs and specific goals identified in the Five Year Plan. 

2013-2018 Consolidated Plan for Housing and Community Development

April 1, 2013 – March 31, 2018

The previous Consolidated Plan covered the period from April 1, 2010 to March 31, 2015, and Metro Nashville was in program year three of the five-year plan when the planning process began for a new plan. Although there were two remaining years under the previous five-year plan, MDHA elected to undertake a new Consolidated Plan due to significant changes in Metro Nashville since 2009: the May 2010 Flood, reduced federal funding, and new federal laws and regulations. These drastic events, combined with the economic crisis of recent years, have changed housing and community needs throughout the county. A new Consolidated Plan allowed the City to identify the most pressing needs and develop the most effective strategies to meet those needs for the next five years (April 1, 2013 – March 31, 2018). MDHA updated the Analysis of Impediments to Fair Housing Choice (AI) concurrently with the development of the 2013-2018 Consolidated Plan. During the development of the Consolidated Plan, the following priority needs were identified: 

  • Increase the Supply of Affordable Housing;
  • Strengthen Collaboration Among the Network of Service Providers;
  • Increase Access to Healthy Food Choices;
  • Decrease Homelessness;
  • Develop and Implement Place-Based Strategies for Community Development;
  • Provide Summer Programs for Low- and Moderate-Income Children and Youth;
  • Provide Housing Assistance for Persons With HIV/AIDS; and
  • Affirmatively Further Fair Housing.

How is the Five-Year Consolidated Plan developed?

In developing the Five Year Plan and annual updates, MDHA followed guidance published by HUD and utilized HUD-provided data and maps.

MDHA supplemented the HUD-provided data and maps with local and state data and input from stakeholders and citizens obtained through the citizen participation process.
